There will be an end times conversion of the Jews, and these, along with the converts throughout the centuries, will satisfy what Paul refers to as “All Israel.” In the context, it is quite clear that he is NOT saying that ALL the Jews will convert. If that were the case, all the Jews in his time would have converted. He is simply saying that however many convert, that remnant will constitute all Israel being saved. This may refer to the 144,000 in the Revelation.
*That is, the number of converted Jews on the last day (not in all history).
