You read the letter from the missionary in Honduras, which mentioned how ineffective the police were down there. You should check out lared.org, which has worked for years with various governments in Central and South America to improve things like their police forces, military, and judicial systems. They do this by simply training them on basic Christian values. Their work is quite amazing. Ask Lance Wallnau about it as he has worked with them.
